Ministry of Digital Technologies of the Republic of Uzbekistan, official gov.uz report dated 5 February 2025.

Uzbekistan's Minister of Digital Technologies, Sherzod Shermatov, visited Upstream BPO's operations in Gulistan as part of his visit to the Syrdarya region.

According to Uzbekistan's Ministry of Digital Technologies, Upstream BPO is a Malaysian IT outsourcing company operating in Gulistan. The Ministry said the company began operations in 2024 and, within a short period, had provided permanent employment to more than 70 young people while successfully exporting international IT services.

What the Ministry reported during the visit

The Ministry reported that Upstream BPO had been provided with a modern office under the ZeroRisk programme, equipped with furniture and technical equipment. At the time of the visit, the company was exporting customer-support and data-analysis services to Chinese companies.

The official report also stated that Upstream was successfully exporting international IT services. It recorded more than 70 young people in permanent employment, according to the ministry, soon after the operation launched in 2024.

Operational expansion discussed for 2025

According to the Ministry, Upstream planned during 2025 to expand its activities by exporting outsourcing services to additional international companies. During the visit, Minister Sherzod Shermatov presented proposals related to expanding Upstream's activities, creating new jobs and strengthening youth capabilities.

The Ministry said discussions also covered:

  • further development of IT services and BPO
  • expanding international cooperation
  • bringing Uzbek youth into the global IT market
  • creating additional jobs through continued export growth

A documented milestone in Upstream's Uzbekistan development

The 5 February 2025 ministry publication places Upstream BPO's Gulistan operation within Uzbekistan's wider digital-development agenda. It records a stage at which the company had already started operations, created more than 70 permanent jobs and was exporting customer-support and data-analysis services internationally.

It also shows how the Ministry framed the next phase of development: more export activity, more jobs, stronger youth capability and broader international cooperation in IT services and BPO.
